Explanation
 This message is written to the error log. A free
port number was not found.

System action
  Control is returned to the TNSTMAS routine,
where the session is terminated.  The return code is set to -1.

Operator response
 Notify the system programmer of the error.

System programmer response
 Make sure that the TCPIP configuration
data set contains a valid PORT statement for the Telnet server.  For
