Explanation
 This message is written to the error log. There
is no free port number.  The Telnet server exits.

System action
  Control is returned to the TNSTMAS routine,
where the session is terminated.  The return code is set to -4.

 None.

 Make sure that the TCPIP configuration
data set contains a valid PORT statement for the Telnet server.  For
