Explanation
 An attempt was made to issue a SETLOGON START
for an open ACB.

System action
 The program closes the ACB and will periodically
try the OPEN ACB and SETLOGON operations again.

Operator response
 Notify the system programmer of the error.

System programmer response
 Make sure enough storage is available
for VTAM®.
