Explanation
A SET symbol created by variable symbol substitution or concatenation
does not consist of an ampersand followed by up to 62 alphanumeric
characters, the first of which is alphabetic.

System action
If the symbol is in the operand field of a SET, AIF, or AGO statement,
its value is set to zero or null, and the type attribute is set to
undefined (U). If the symbol is in the operand field of a GBL or LCL
statement or the name field of a SET statement, processing of the
macro stops.
