The user account used to execute IBM® Tivoli® Storage Manager must have the "Back up files and directories" and the "Restore files and directories" security settings assigned.

Assign the "Back up files and directories" and the "Restore files and directories" security settings to the account using the Windows Local Security Settings tool or use a different user-id to execute IBM Tivoli Storage Manager.
