Explanation
The master terminal operator issued a CEMT or CSMT command to open the VTAM ACB. This imbed is inserted in DFHZC xxxx messages with sense inserts. For the meaning of sense , see message DFHZC2400.

This depends on the return code:

If the value is zero, VTAM sessions can be enabled.

If the value is 1, this is not a VTAM return code. It is inserted by DFHZOPA if a VTAM OPEN is received when the ACB is already open.
