Error description

• IBM Developer for z Systems 14.0.0.3 Import (existing name)
  fails with Unable to create the persistent project instead of
  rename dialog
  
  Import of a z/OS Project with an existing name fails with
  "Unable to create the persistent project" instead of rename
  dialog
  !MESSAGE Unable to create the persistent project for project
  zOSproj
  
  To reproduce:
  Start IDz
  Connect to z/OS
  From z/OS Projects View
  -> Export z/OS Project e.g. "zOSproj" (note the filepath of the
  created zOSproj.zip file)
  -> Import zOSproj.zip
  Observe message dialog "Unable to create the persistent project
  for project zOSproj"
  

Local fix

• Delete project, for example "zOSproj", before import
  

Problem summary

• When importing z/OS Projects into a workspace, IDz was not
  correctly detecting collisions with existing projects.
  

Problem conclusion

• The collision detection logic was changed to correctly identify
  collisions.
