  * Scenario:                                                    *
  * Observe that restart position is not moving forward for      *
  * several subscriptions. Other subscriptions also had restart  *
  * position set to the same value but were already refreshed.   *
  * Problematic SCN is stored in archived redo log. This log is  *
  * no longer available due to storage limitation.               *
