Dispatcher Shows Service(s) as 'Partially Available'

Troubleshooting


Problem

When viewing 'System' in Cognos Administration, some services appear as 'Partially Available'.

Symptom

When trying to start the service in Cognos Administration, an error appears such as:
CNC-SDS-0399 An error occurred while starting the JMS service.

When trying to stop the service in Cognos Administration, the following error appears:
DPR-ERR-2100 The service failed to stop.

This error may contain an additional piece of information such as:
CNC-SDS-0334 Error when stopping the JMS service.

Restarting Cognos does not resolve the issue. In the case of the EventManagementService, running the NC_Drop/Truncate Table script does not work.

Resolving The Problem

Steps:

1. Open Cognos Configuration.
2. Go to 'Environment', then 'IBM Cognos Services'.
3. Set the service value to 'False' to disable it.
4. Restart Cognos.
5. Enable the service in Cognos Configuration.
6. Restart Cognos again.
