This document explains how to grant scheduling capability to a user
Answer
Need to give 'Execute' permission to the user on the <Scheduling> capability.
Steps:
-log in to Cognos Connection with the user having Cognos System Administrator privileges
-click on 'Administer Cognos Content->Security->capabilities
-click on <set properties> of Scheduling
-go to Permission tab
-make sure <override the permission from parent> is selected
-check the check box for the user
if the user is not in the list then click on the Add.. link
-click on the security namespace which is mapped to your Active Directory
-make sure <Show users in the list> is checked
-locate the user and insert it to the right hand side pane.
click OK
-make sure the check box for user is selected
-from the permissions list check the check boxes for "Read" and "Execute" under grant column and click Apply.
Click OK
-now log in with the user you have granted the Scheduling capability.
-this user will be able to schedule the report
