How to change the encoding used for CSV EXPORT format from Unicode to UTF-8?

Problem

Exporting to CSV uses a default encoding of Unicode UTF-16le.
How can the CSV encoding be changed to utf-8?

Resolving The Problem

The encoding can be changed with an advanced setting by using the following steps.
  1. Click Manage and select Administration console
  2. Select the Configuration tab and select Dispatchers and Services
  3. Click the Set Properties - Configuration toolbar icon
  4. Select the Settings tab
  5. To the right of Advanced Settings, select Edit...
  6. Enter parameter RSVP.CSV.ENCODING and encoding value as lowercase utf-8
  7. Click OK on the Set Advanced Settings page. 
  8. Click OK at the bottom of the Set Properties - Configuration page.
Changing CSV encoding can require also changing the RSVP.CSV.DELIMITER to use the comma character instead of the default tab character to appear correctly when opened in Microsoft™ Excel.
RSVP.CSV.ENCODING
After the 60 seconds required for your changes to take effect, your changes are reflected when reports are generated in CSV format.

NOTE: if "Override the settings acquired from the parent entry" is checked in Step 5 on the individual service (for example. ReportService), the setting wont be enabled and will need to be manually entered on the service. This setting overrides any properties inherited from this and other parent settings.
