Problem summary
A BIDI code page causes a specific screen object to be referenced in the code. This type of screen object was not taken into consideration when checking for ctrl key mapping support. There is no workaround for this issue.
Problem conclusion
Updated the code to check for the BIDI-specific screen object when checking for the ctrl key mapping support. The problem listed in this APAR has been resolved with IBM Rational Developer for System z V9.0.1 Refresh Pack which is available from the Recommended Fixes support download page: http://www-1.ibm.com/support/docview.wss?rs=2294&uid=swg27006335
