• Closed as program error.

Error description

• If you attempt to create a dependency, or a trace dependency
  between a client port and a requirement in a Software Components
  Diagram in Rhapsody 8.0.4 AUTOSAR_40 project, then you will not
  be able to create the dependency, either by clicking and
  dragging, or by selecting the requirement from model when
  creating a dependency, since the requirements will not show up
  as options.
  This is a defect, since a trace dependency should be able to be
  done from anything to anything.
