• Apply operation fails if an RCR with the same ID was applied
  earlier
  
  Steps to reproduce:
  - Create RCR 1 in Change repository A
  - In DOORS, configure a template for Change repository A.
  - Create Module A, configure it with RCR 1 for Change Management
  - Make changes and apply using RCR 1
  - Create RCR 1 in Change repository B
  - In DOORS, configure another template, for Change repository B.
  - Use another module, Module B, configure it with RCR 1 from
  Repository B for Change Management
  - Make changes and apply using RCR 1 from Repository B
  
  Apply operation will fail with the following message:
  RCR 1 has already been applied.
  
  Applying RCR 1 Cancelled.
