APAR status

• Closed as program error.

Error description

• If there are static DIB files in an Object, you wouldn't be able
  to resize them. Though it appears to allow resizing when editing
  the Object in-place, as soon as you move away from the Object
  the file reverts to the earlier size.
  
  This behavior has been found in DOORS Clients 9.5.0.0, 9.5.0.1
  and also a build of 9.5.1.0
  
  Resizing works fine in Microsoft WordPad.
