  Manager type of user should have 'A' access rights on the Module
  
  Currently the documentation in DOORS section: 'Configuring ?
  Configuring the Rational DOORS database - Managing discussions'
  states:
  
  'Allow the database manager or a user with admin access to a
  module to control who can participate in discussions on a module
  by module basis'
  
  AND
  
  'To control who can participate in discussions by module, select
  Allow Discussions (access restrictions can be set on modules).
  Database managers or users with admin access to modules can
  control participation.'
  
  However, its mandatory that a Database Manager type of user in
  DOORS should have 'Admin' access rights on the Module in
  question so that participation can be controlled. If the DB
  Manager doesn't have 'Admin' access rights, this user will not
  be able to make any modifications.
