    ReqIF cannot handle special characters i.e. umlaute in object
    heading
    
    To Reproduce
    - create a module and add an object containing an umlaute in
    object heading like '?berschrift'
    - create RIF definition and export as ReqIF
    - import to any DOORS DB
    - within the created module the object display will display RTF
    code instead of '?berschrift'
    
    Expected Results
    imported RIF should display correct heading
    
    Actual Results
    RTF code is displayed
