Error description
Rational Developer for System z - RDz - v8.0.3 and later A COBOL program contains an include for a copy member, which contains a symbol that is referenced later in the program. If the -INC starts in column 7, the symbol will not be found. If the -INC starts in any other column, the symbol is resolved. This occurs only at levels 8.0.3 and later.

The COBOL copy statement parser didn't allow -INC to begin in column 7 to indicate a copybook directive.
Problem conclusion
COBOL copy statement parser now allows -INC to begin column 7. The problem listed in this APAR has been resolved with IBM Rational Developer for System z V8.0.3.5 Fix Pack which is available from the Recommended Fixes support download page: http://www-1.ibm.com/support/docview.wss?rs=2294&uid=swg27006335
