PM71549: DOORS partition import fails if module has soft deleted picture

Error description

• Reproduced in DOORS 9.4.0.0
  Importing a partition which contains a module with a soft
  deleted picture object will throw the following error:
  CRCRD5197W: Import failed: Couldn't restore picture in object
  ?absolute number? of module ?module name?: no access to modify
  attribute 'Module'
  Furthermore, it will then leave a non-functional folder for
  where that partition should be restored. And this folder can not
  be deleted.
  
  To reproduce:
  Try restoring the attached test.par file.
  You will notice the error, and you will notice a 'test' folder
  is created which can't be accessed or deleted.
  
  Additional Notes:
  The client has accepted purging the deleted picture as a
  workaround. However, the client already told me that how we
  address this defect will impact their 9.4.0.x upgrade plans.
  This is why we raised this as a sev 2 defect.
