  results of module comparison are twisted if ICULOCALE is used
  
  To Reproduce
  - set up one DOORS client using 'ICULOCALE' with 'root'
  - set up a second DOORS client using 'ICULOCALE' with 'de'
  - run module comparison with default settings between 2 modules
  and save results as view
  - opening the view on each client and the results of comparison
  are twisted (see screenshot)

  same results independent of ICULOCALE value
