Error description

• RDz PLISAXC-based XML2LS converters cannot find root element
  when parsing Unicode XML.
  
  The following error message occurs with RDz 8.5:
  IRZ0962S XML to language structure conversion could not complete
           in procedure (name) because no element names in the
           XML document were recognized by the converter.

Local fix

Problem summary

• One of the new converter routines, qualify_local_name,
  introduced in V8.5 was not written correctly. It was not written
  to expect unicode XML and an element not qualified with
  namespaces.
  

Problem conclusion

• The routine "qualify_local_name" of the XML2PLI converter has
  been corrected to work with unicode XML and an element not
  qualified with namespaces.
  
  The problem listed in this APAR has been resolved with
  IBM Rational Developer for System z V8.5.1 Refresh Pack which
  is available from the Recommended Fixes support download page:
