Error description

• APAR Error Description:
  Abstract: In Rational Developer for System Z version 8.0.3.1,
  attempts to refresh a dataset after a extract element from CA
  Endevor results in error RSEG1066U and CRRZI0221E.
  Problem: To reproduce the problem:
  
  1) EXTRACT a member from Endevor to the empty PDS with the
  following options:
  - REPLACE MEMBER is checked
  - SIGNOUT is checked
  - CHANGE CONTROL ID and COMMENT are not filled
  
  2) An error will be raised because CCID and comment are
  mandatory during sign-out.
  3) The PDS remains locked and when trying a refresh user gets an
  error:
  
  CRRZI0221E Dynamic allocation failure for PDS directory
  
  CRRZI0326E Requested data set is unavailable. The data set is
  allocated to another job and its usage attribute conflicts with
  this request.
  
  
  Local fix:
  A possible workaround is to use retrieve instead of extract
