PM50418: attribute will not inherit if value is set to the default value

APAR status

• Closed as program error.

Error description

• If an attribute of an object is set to the default value and the
  parent object has a differing value, changing the child object
  to inherit will not work.

  If the attribute is to be 'inherit' its value is left null.
  The problem was with the default value taking priority when
  applying null to the attribute, so instead of null value a
  default one was applied.
  

Problem conclusion

• new perm 'string setInherited(Attr__)' was introduced,
  returning error message if user doesn't have access to
  attribute or attribute is in deleted object.
