PM41673: CPS: renaming a group can cause issue with status changes to group

Rational DOORS Fix Pack 5 (9.3.0.5) for 9.3

APAR status

• Closed as program error.

Error description

• If you rename a group and change the status of the group in the
  same action, the status change does not apply to the individual
  CPs of that group.
  
  Reproduced in DOORS 9.3.0.3 with the following steps:
  1) Create a new Master group for some CPS
  2) Submit a new CP to make some change and add it to the group
  from step 1
  3) Open the manage groups dialog
  4) Select the group from step 1 and click 'Edit' button
  5) Rename the group and hit the 'OK' button
  6) Select the same group and click the 'Edit' button again
  7) Change the 'Group status' from 'New' to 'In Review' (note it
  doesn't tell you how many CPs are changed to 'In Review' as it
  normally should)
  8) Close out of the manage groups dialog
  
  Now if you open the Groups CPS module you see the group was
  renamed and the state shows 'In Review'. But if you open the
  Proposals module the CP which was part of that group is still in
  the 'New' state.
  
  Now if you repeat the above steps but if you combine step 4-7
  into one action so you rename the group and change the Group
  status in the same action, then you get differing results. The
  actual individual CPs also change from the 'New' state to the
  'In Review' state.

  Overall group status summary is being updated when the name
  is changed. This should only happen when the group status is
  updated.
  

Problem conclusion

• Fix requires additional test for a change in the group
  status before updating the summary status with the number of
  CP's in this state.
