PM40618: RE-ENABLE PROVISIONING IN DEVELOPMENT TUNING SCRIPT

Error description

In APAR PM24251, the development tuning script was modified
to disable provisioning because of a problem with Batch
applications when provisioning is enabled. Batch will be fixed
in 7.0.0.17 to work when provisioning is enabled. Therefore,
we should change the development.props tuning script back to
enable provisioning.

Batch was fixed on the latest Fix Pack, therefore we will
change the development.props tuning script back to enable
provisioning.

Problem conclusion

The fix for this APAR includes enabling provisiong back inside
the development tuning script and is currently targeted for
inclusion in fix packs 7.1.0.19 and 8.0.0.2.  Please refer to
