PM38696: DXL helpOnEx perm does not work with Context numbers 1 to 5

Error description

• Problem
  While using DOORS DXL perm helpOnEx the first page of the CHM
  file is always opened for Context numbers 1 to 5. For other
  context numbers (6 and above) the right page in the CHM file is
  opened.
  
  To Reproduce
  check the attached chm file , it has Context numbers 1 to 8 and
  then 90 , 100 and so on.
  
  run the following script after saving the CHM file as
  c:\delta.chm

  DB hlp = create 'Test Help'
  
  void explainData(DBE key) {
      helpOnEx(getParent key, 'C:\\delta.chm',03)
  } // explainData
  button(hlp, 'Explain', explainData)
  show hlp
  ==========
  
  Changing the number between 1 to 5 will always open the first
  page , Entering 6 or above will open the right page.
  
  Expected Results
  DOORS should open the right chm page even for context numbers 1
  to 5
  
  Actual Results
  First page is opened for context numbers 1 to 5
  
  Possible Workarounds
  do not use context numbers 1 to 5 in the CHM files to be used.
