PM21905: Password expires option is disabled when using RDS

Error description

• Problem
  When you enable your database to use RDS to manage users,
  password expiry options should be handled out side of DOORS. We
  have greyed out the option to use it but it would be preferable
  to remove it and tidy up the documentation.
  
  To Reproduce
  - enable RDS on your database
  - go to db properties ? password tab
  
  Note in the 'password restrictions' panel that there is a greyed
  out option for 'passwords expire after:' as it cannot apply to
  the Administrator.
  
  This should be removed from the software.
  
  The documentation needs tidied up to reflect this. The lines
  
  The Passwords expire after option is only available if you have
  selected
  Use Rational Directory for user information and authentication
  on the General tab.
