PM21626: cannot collapse closed discussion in baseline

Error description

• Problem
  You can expand a close discussion in a baseline but you cannot
  collapse it if a comment was made after the time that the
  baseline was created. This effects only minor baselines.
  
  To Reproduce
  - start with a new module.
  - create a first minor baseline
  - create a new module discussion
  - create a second minor baseline
  - add a comment and close the discussion
  - create a third minor baseline
  - open the baseline 0.1
  - look at the discussion in the module properties dialog
  - click on the discussion title to expand it
  
  Now try the same to collapse it - nothing happens when you click
  on the title name again
  
  Possible Workarounds
  close the baseline and reopen it.
