PM20679: Issues with Dongle key generation

APAR status

• Closed as program error.

Error description

• When generating a dongle key then the Telelogic compatibility
  flags are generated into the license file. This causes an error
  message when using the license.
  
  A license key without these compatibility flags works fine.
  
  
  Changes Made:
  
  For every line of the form:
  
  AUTH={ telelogic=( SIGN2='KEY TEXT') tlog_state=( LK=MORE KEY
  TEXT) }
  It was replaced with the line:
  
  SIGN2='KEY TEXT'
