PM14714: closing formal modules will also close link modules which aere c urrently in use

Error description

• Problem
  When you try to close a formal module through DXL any link modul
  es which are being referred to will also be closed down. Thus it
   may not be necessary to use close(module) explicitly on link mo
  dules.
  
  For reference:
  
  user was trying to explicitly close a link module but it was fai
  ling because he had already closed thr formal module which opene
  d it. This behaviour was confusing at first but made sense after
   it was explained. Documenting this behaviour would prevent conf
  usion arising for other customers.
