Error description

• 'draw' perm uses incorrect Y co-ordinate (it uses bottom of
  characters instead of top of characters). 'draw' perm retains a

  When using the draw perm:
  
  1. The Y co-ordinate is not the baseline (bottom of
  characters), but the top of characters.
  2. When drawing a label, the background is modified (the
  text seems to have a white background).
  This behaviour has changed from DOORS 8.3
  

Problem conclusion

• The code has been changed so that the behaviour has been
  reverted back to the DOORS 8.3 behaviour
