• When using the MVS batch launch, a user cannot override the
  selected step in the base JCL when using delay debug

Problem conclusion

• In the MVS Batch Application launch configuration, a new option
  in the Remote Profile tab was added in order to specify the step
  to add the remote debug profile.
  The default option is to use the step computed by the launch,
  however, a user may choose to not specify any step, or to
  specify a specify custom step to add to the remote profile.
  
  This problem is fixed in v14.1.3 of the following products:
  IBM Debug for z Systems
  IBM Developer for z Systems
  IBM Developer for z Systems Enterprise Edition
