Error description

• STEPS TO REPRODUCE:
  
  1. Create a stub with has no guard condition but multiple guards
  2. The stub is configured to append a repeating value to a tag
  3. Send an event with the repeating elements to the stub
  
  EXPECTED RESULTS
  
  The repeating elements are tagged correctly
  
  
  ACTUAL RESULTS
  
  If the stub event is the first in the list, the repeated tagging
  works correctly.
  The tag contains:
  
  {One, Two, Three, Four}
  
  If the stub event follows another that has a guard condition,
  the tagging results in:
  
  {, One, Two, Three, Four}
  
  There is an additional empty value at the start of the tag
  
  WORKAROUND:
  None
