PI71081: Unable to test database connection from RTCP when LDAP is enabled.

Error description

• When configuring the datasource and testing it, the user should
  obtain a popup with a successful or a failed database
  connection (with proper error message).  Instead, the tool
  brings you to the RTCP dashboard main page and
  an error of type : " User attempted to execute an action that
  they were not permitted to execute in this domain. The action
  was cancelled: TestDatabaseDescriptorAction" in RTCP
  ->Administration -> Audit Log.
