Error description
With IBM Rational Developer for z Systems 9.1.1.3, a user lock fails to be released when the member is left open, session times out, and PDS is out of space. In this situation, an EXIT command is not sent to the lockManager to release the user lock on a member and data set. The ISPF Gateway ISPZINT command is stalled or hung and a full message is not sent to the RSE server. The user lock is never released.
Local fix
Kill the server or daemon process to release the lock manually.

Problem conclusion
01.RDz server code is updated to meature the timeout value correctly, even if the invocation of ISPZINT is very slow or the request messages to the gateway are written very slowly.
