• Closed as program error.

Error description

• When an HTTP stub stops unexpectedly, the associated rules may
  still remain.  When restarting the stub a second, duplicate,
  rule is then created causing traffic to be re-routed
  incorrectly.
  

Local fix

• Manually Delete the rules
