Error description

• When used with some locale settings a filter expression
  comparison in a web service stub can lead to an Array
  IndexOutOfBounds exception.

  * error when using a filter expression in a SOAP action within *
  * a stub.  The reported exception in the console log included  *
  * the text: "com.ibm.icu.text.                                 *

Problem conclusion

• Although this issue was not reproduced within IBM labs, a
  possible cause relating to thread handling was identified and
  has been corrected.
