Error description

• Customer is running RPT from the command line and then opening
  the reports in the workbench and exporting the report counter to
  a CSV file.  They regularly observe that one or more rows at the
  beginning of the of the data will have "-" instead of a number
  in the Time column.  For example, the following shows one bad
  row and one good row:
  
  -             99.95061  99.9833  99.9765 ...
  15012             100          100          100 ...
  
  The problem is not necessarily related to playback via command
  line; it's been seen with playbacks from the workbench; it seems
  more likely when using the command line and including a comment
  (via -usercomments).
  
  In some cases, the - rows are otherwise valid data that have -
  instead of a time -- you can tell this because there is a gap in
  the times in the other rows.
