APAR status

Error description

• The IBM Rational License Key Server (RLKS) Administration and
  Reporting Tool (ART) documentation does not specify the needed
  permissions to successfully install or start the administration
  agent on Microsoft Windows hosts.
  
  The installing user must be a local administrator of the license
  server in order to install the tools.
  
  After installation, the user starting the license server must
  also be a local administrator. If User Account Control is
  enabled, the agent must be started by right clicking the 'start
  agent' menu item and selecting 'Run As Administrator'.
  
  Inadequate permissions may result in one or more of the
  following:
  - Failure to start the ART agent or server processes. (Inability
  to start services, or insufficient access to directories housing
  data)
  - Inability to stop and restart the license servers on the
  managed hosts. (No permission to stop and start services)
  - Inability to collect reporting data (insufficient access to
  directories housing data)
