Error description

• Locks continue to exist on DOORS Modules whenever a backlink
  creation from RQM to DOORS fails to get created.

  Steps to reproduce:
  --------------------
  1- Set up a module for shared edit mode. Open that module and
  lock a section.
  2- Try to create a link from a test case in RQM to an object in
  the module.  It will fail to create the backlink and ask if you
  want to retry/cancel/save without changes. Click cancel.
  3- In DOORS, close the module so that the original lock is
  released.
  4- In RQM try to create a back link again , you would notice
  that it continues to fail.
  5- In DOORS, click on Tools -- Manage Locks. You would notice
  that there are Locks on the Module in question.
  6- Keep trying to create back links from RQM. You would observe
  that the number of locks on the DOORS Module just keeps
  increasing with every attempt.
