Error description

  • The IBM Rational License Key server infocenter at
    http://pic.dhe.ibm.com/infocenter/rational/v0r0m0/topic/com.ibm.
    rational.license.doc/topics/r_options_file_cmd.html
has incomplete information regarding the use of the TIMEOUT and
    TIMEOUTALL options file commands.

In the infocenter, it infers that all IBM Rational products
treat the 'TIMEOUT' and 'TIMEOUTALL' commands the same way --
that the licenses will be released if the product has been
inactive for a certain number of minutes.

Unfortunately, for various technical reasons, they do not. The
Flexnet Publisher administration guide has this to say about the
    timeout value:

TIMEOUT checks in the licenses if the FLEXenabled application
has been inactive for a period longer
    than the specified time period.

If then explains the license server's definition of 'inactive:'

The daemon declares a process inactive when it has not received
heartbeats from it whereas an active FLEXenabled application
    sends heartbeats.

These 'heartbeats,' which are persistent license server
communications, are implemented differently on a per-product,
and in some cases per-version, basis. Thus, the infocenter needs
to either state how each product handles license and/or product
session timeouts, or direct the customer to the product
documentation, which in turn needs to explain license
    usage/release policies.

The RCL InfoCenter documentation on TIMEOUT and TIMEOUTALL
commands led the users to infers that ALL Rational products
work the same way with respect to timeout and license
    lingering.

Problem conclusion

  • In RCL 8142 release, this documentation has been improved to
clearly state that "Setting a license key timeout for a
specific license key will only work with IBM? Rational
products that use manual heartbeats to communicate with the
license server. It will not work with IBM Rational products
that use automatic heartbeats. Check the IBM Rational
documentation for your product to evaluate if it uses manual
    or automatic heartbeats. "
