PI08028: Error message is incorrect in Japanese/Korean client when exporting Module to HTML to location that doesn't exist

Error description

• Specifying incorrect directory when exporting a module to HTML
  shows incorrect message using Japanese/Korean client. English
  client shows 'The system cannot find the path specified' but
  this message fails to show in Japanese or Korean IBM Rational
  DOORS client.
  
  Steps to reproduce:
  -----------------------
  1. Open any Formal Module.
  2. Select File?Export?HTML or Spreadsheet
  3. Specify the path to a folder which does not exist.
  4. Click Export.

Problem conclusion

• The message "Export directory doesn't exist" is now displayed
  which is also more consistent with the other exports.
