Error description

• When running a stub that contains a Lookup Test Data action the
  look-up sometimes fails to find the data.
  This results in incorrect flow within the stub.
  No errors are logged by the stub.
  
  STEPS TO REPRODUCE:
  
  1. Create a CSV file-based test data set with a unique key
  2. Create a stub and add the Lookup Test Data step to use this
  data set.
  3. Use a tagged value from the incoming message to look-up the
  test data row
  
  EXPECTED RESULTS:
  
  The stub finds the data when the key is in the data.
  
  ACTUAL RESULTS:
  
  Occasionally the data cannot be found and test execution goes
  down the wrong path.
