Error description

• JP characters in label fields of states in statechart are
  garbled when save in label mode.
  
  [Replication steps ]
  (1) Create project
  (2) Change label mode to on
  (3) Create a class and a statechart
  (4) Create a state on a statechart and name Japanese work on it
  (5) Save the project and close Rhapsody
  (6) Start Rhapsody up and open the project again
  
     You can see the label name is garbled on the statechart.
