  When creating a new Web Services for CICS, bottom-up service
  interface, even you add the path of directory in which the copy
  book files are located to the SYSLIB tab in the COBOL importer
  preferences before you invoke the Import COBOL Files wizard,
  copybooks are not found (not resolved).

  Local fix:
  When creating a new Web Services for CICS, bottom-up service
  interface, in the Import Source Files page of the wizard, import
  the copy book files as well.

Problem summary

• This APAR is being closed FIN with concurrence from the
  submitting customer. This means that a fix to this APAR is
  expected to be delivered from IBM in a release which is being
  developed at the time that the APAR was closed. The latest
  release of the product to exit development at the time this
  APAR was closed was: Rational Developer for System z V9.0.1.
