  A change was made in Liberty fixpack 21.0.0.12 via
  https://github.com/OpenLiberty/open-liberty/issues/19193 to
  prevent HTTP/2 streams from being created after server shutdown
  is initiated. Due to an oversight in the fix code, new streams
  will continue to be accepted after the server shutdown process
  begins - which can result in warnings such as "CWWKE1106W: 1
  shutdown operations did not complete during the quiesce
  period."
  

Problem conclusion

• Liberty has been updated to correctly prevent new HTTP/2 stream
  creation after server shutdown begins. See
  https://github.com/OpenLiberty/open-liberty/issues/19547 for
  more information.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 22.0.0.1.  Please refer to the Recommended Updates page for
