  A change was made in Liberty fixpack 21.0.0.12 to fix a race
  condition in the virtual host implementation code. As part of
  that change, an incorrect update was made to validate the
  current log level before logging these SRVE0250I and SRVE0164E
  messages. Unfortunately this new check prevents the messages
  from being logged unless trace is enabled.
  

Problem conclusion

• Liberty has been updated to log these messages regardless of the
  trace setting. See https://github.com/OpenLiberty/open-
  liberty/issues/19505 for more information.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 22.0.0.1.  Please refer to the Recommended Updates page for
  delivery information:

Temporary fix

• Configure any trace specification, eg. <logging
  traceSpecification="com.ibm.ws.webcontainer*=fine" /> or
  <logging traceSpecification="not.real*=fine" />
