PH17246: IMPORTING A CPY FILE RESULTS IN A "IWAA0654S: MISSING TEMPLATE FILE IN THE PLUGIN DIRECTORY" ERROR MESSAGE

Error description

• In IBM Rational Software Architect Designer (RSAD), if you
  perform an import of a COBOL copybook (.cpy) file, the "Error:
  com.ibm.adapter.framework.BaseException Reason: IWAA0654S:
  Missing template file in the plugin directory. null" error
  appears.
  
  This error occurs in RSAD v9.6.1.3, but not in v9.6.1.  The
  following steps reproduce the problem:
  
  1. Open RSAD v9.6.1.3
  2. Enable all Window > Preferences > General > Capabilities
  3. Select the "File > New > Other... > J2C > CICS/IMS Java Data
  Binding" wizard
  4. Click the "Next" button to move the wizard to the "Import:
  Data Import" wizard screen
  5. Click the "Browse..." button to browse to a COBOL .cpy file
  6. Click the "Next" button
  
  RESULT: "Error: com.ibm.adapter.framework.BaseException Reason:
  IWAA0654S: Missing template file in the plugin directory. null"
  error dialog box appears and A "NullPointerException" is written
  to the .log file:
