Error description

• Implement the ability to disable the ODC REST Service (the
  REST service that is accessed by ODRLIB) on user defined
  processes; configured a by jvm property `ODCRest.disabled`
  with a value of true.

  Provide the ability to disable the ODC REST Service, the REST
  service that is accessed by Intelligent Management enabled web
  servers and Data Power appliances, on user defined processes.
  

Problem conclusion

• JVM custom property `ODCRest.disabled` was added and when set to
  true, the configuration synchronized, and the associated process
  recycled the ODC REST service will no longer be available on
  that process.
  
  The fix for this APAR is currently targeted for inclusion in fix
  packs 8.5.5.17 and 9.0.5.2.  Please refer to the Recommended
