  * PROBLEM DESCRIPTION:                                         *
  * The granting of BINDAGENT privilege                          *
  * works only between specific grantor                          *
  * and grantee. This limits the usage of                        *
  * BINDAGENT privilege.                                         *
  ****************************************************************
  * RECOMMENDATION:                                              *
  * Apply corrective PTF when available                          *
  ****************************************************************
  The BINDAGENT  privilege allows to bind, rebind, or free a plan
  or a package, or copy a package only on behalf of the grantor.
  With automated processing, it is not always possible for the
  grantor to grant BINDAGENT to the binder

• Db2 code has been enhanced to allow SECADM authority to grant
  BINDAGENT privilege to the binder. This would allow the
  grantee to bind and rebind a plan or a package by specifying
  any owner. This SECADM granted BINDAGENT privilege will not
  allow the following:
  Rebind package or plan without specifying OWNER keyword
  Free package or plan
  Copy package
  Drop package
  Also, BINDAGENT privilege cannot be granted to PUBLIC using
  SECADM authority.
